Automated enhanced background checks for energy and utilities
Companies in the energy and utilities sector are a central part of Denmark’s critical infrastructure. With the introduction of the NIS2 and CER Directives, as well as Executive Order no. 1075 of 27 August 2025 on security clearance in the energy sector, the Danish energy sector is subject to increased requirements for background checks of employees and contractors with access to critical functions. This places new demands on how companies document and follow up on their background checks. P-Secure manages the entire process digitally — from initial hiring to ongoing re-checks — ensuring full traceability and compliance with the GDPR.

Compliance challenges in the energy and utilities sector
Companies in the energy and utilities sector must ensure that a large number of employees, contractors, and partners across extensive supply chains — including those with access to critical functions — undergo relevant background checks.
At the same time, documentation must at all times meet applicable requirements and be presented as accurate, traceable, and audit-ready. In practice, this can create compliance challenges, as both the volume of individuals and the complexity of supply chains increase the risk of errors, inconsistencies, and administrative burdens related to ongoing monitoring and documentation.

Recommended screening categories for background checks
In collaboration with stakeholders in the energy sector, P-Secure is working to establish a common standard for screening and background checks that can be applied across energy and utilities companies. Download our recommended screening categories for the energy sector.
Regulatory framework and P-Secure’s recommendations
The requirements include:
- ID verification (Executive Order no. 1075 and the CER Directive)
- CV verification — at least 5 years back, including documentation of gaps in employment and education (Executive Order no. 1075)
- Criminal record check (CER Directive)
In addition, P-Secure recommends the following as part of pre-screening for security clearance:
- Personal data
- Education
- Residence and work permits
- Stays abroad exceeding 6 months (within the past 5 years)
- Business roles
- Photo ID (passport or driver’s licence)
NIS2 and CER
P-Secure also supports compliance with the NIS2 Directive on security of network and information systems and the CER Directive on the resilience of critical entities, both of which set requirements for how companies in the energy sector manage personnel security and associated risks.
The need for modern background checks
Implement automated and compliant background checks
Security requirements in the energy sector are tightening — and the need to modernise background check processes is increasing accordingly.
Benefits of automated background checks:
- Reduce administrative workload
- Shorten hiring timelines
- Increase transparency and ensure proper documentation
- Improve audit readiness
- Ensure compliance
- Can be applied to both employees and the supply chain
Continuous compliance
