How P-Secure Supports the Telecom Industry's Background Check Requirements

The Danish telecommunications sector is designated as critical infrastructure under the NIS2 Directive and is therefore subject to stricter safety and preparedness requirements. Telecommunications networks are the foundation of society's digital communications — and a compromised telecommunications network can have far-reaching consequences for citizens, businesses and national security interests. By Order No 963 of 27 June 2025 on security clearances in the telecommunications sector Employees and suppliers with critical telecommunications infrastructure functions are now required to be security-cleared.

A background check is a standalone and powerful security tool -- regardless of whether a formal security clearance is required or not. For many roles in the telecommunications sector, a thorough background check will in itself be sufficient to document that you know your employees and suppliers. Moreover, in cases where a security clearance is necessary, a background check is a natural and sensible first step: the processing time for security clearances is long, and in the meantime, telecom providers still need to know who they are letting into their critical systems.

The energy sector has already chosen to require background checks prior to security clearance (Executive Order 1075) — precisely to reduce risk during the waiting period and increase security while the proceedings are ongoing. P-Secure recommends that the telecom sector follow the same approach.

P-Secure makes it easy to manage the entire background check process digitally — from initial hiring to ongoing rechecking — with full traceability and documentation in accordance with GDPR and applicable data protection regulations.

Common standard for screening:
How P-Secure Supports Telecom Industry's Pre-Security Authentication Background Check Requirements

As in the energy sector, P-Secure is working to establish a common standard for screening and background checks that can be applied across telecom providers and subcontractors. The platform brings together all the essential elements in one digital flow, and can be adapted to the needs of the sector and the individual function - e.g. ID verification, CV validation and penalty test handling. This allows companies to document their internal processes to SAMSIK and auditors — without increasing the administrative burden.

The purpose of security clearances in the telecommunications sector is to reduce the risk of incidents that may affect the confidentiality, integrity, authenticity and availability of telecommunications networks and services. A thorough background check is the foundation on which the further approval process should rest.

Due to the short time limit before the new requirements are fully implemented, P-Secure recommends that telecom providers begin work on mapping out which functions and people need to be background checked — and ensure that the process is in place before security clearances are obtained.
